I need information about colorado dept of human services problem with falsely accused child abuse?

I have already been accepted, and on my ramweb it said application complete, followed by congratulations… blah blah blah.
My cousin also applied and her application is now complete, and instead of having a decision, it says she will receive hers in the mail within two weeks.
What could this mean? If you were denied admissions did it tell you right there, or is this how your ram web was also?
I’m sorry but instead of saying she will recieve a decision, it says that she will recieve information on the status of her application within two weeks.
